Azarbaijan Lawyers’ Institute’s Physiognomy in
Yesterday & Today:

with the evidence of Iran’s contemporary history, the
Azarbaijan people have stepped at first than the rest of
Iran’s provinces in forming of the social & civil
organizations & structures likely due to the
geographical situations & as a result the cultural
& civilization acts with the Europe, but to form of
the lawyers’ institute of the administration of justice,
the Azarbaijan has settled on the 2nd
standing after the Tehran province. Of course, this had no
relation with the settlement of the Ministry of Justice
& the rest of ministries in Tehran, & having the
certain estate from the point of member’s numbers to
establish of the lawyers’ institute as the main legal
agent to form the lawyers’ institute.
 n the basis of available records, the Azerbaijan lawyers’
institute has been set up in 1947 under the Ministry of Justice, &
the 1st elections of the Board of Directors have done
at the same time, & as result the Ministry of Justice has
assigned the directorship of the institute.
his process has been continued to confirmation of the
liberty paper of the justice’s lawyers’ institute of Iran on
Feb.26th, 1952. Finally, in 1953 the 1st elections of the
lawyers’ institute have been done on the basis of the liberty
paper, & Mr.ESHAQ PISHVA has been elected as the chair of
the Azarbaijan lawyers’ institute. That must be said, Mr.SAYED
MORTEZA HODA had undertaken to the directorship of the institute
at first official formation in 1957, & now both of the
last-mentioned people passed away.

several years ago, the Iran’s proxy community was
focused on 3 institutes as Head Office, Azarbaijan,
Fars & Ports, & the legal authority to issue
proxy permit was the above-mentioned institutes.

in 70th decade, & following of the
growth of law graduates, & as a result, the increase
of lawyers of the Justice Dept., & with recommendation
of the liberty paper of the lawyers’ institute, also
the other provinces by reason of getting the legal
certain estate from the point of having lawyer, established
the other institutes. At the same decade, the West
Azarbaijan province because of having 60 lawyers in
the domain of own province, that this condition had
been emphasized legally so as to set up the lawyers’
institute of province has taken action to establish
the lawyers’ one, hereby this province has been left
from the Azarbaijan institute, & from that time,
the Azarbaijan institute has worked as the Eastern
Azarbaijan lawyers’ institute.
f course, this classification was not on the basis of
occupation limitation, but also the whole lawyers of Iran have
permission to activate in their profession with observing the
legal standards in general. |
